The Vatican has rejected – on paper only – a request from the German Bishops' Conference to permit lay people to preach during the Eucharist by means of an "indult." A June 17 letter, written by Cardinal Arthur Roche, Prefect of the Dicastery for Divine Worship, was published on Dbk.de. The German bishops' proposal sought permission to allow lay employees, in the usual exceptional circumstances, to deliver a "homiletic reflection" following the Gospel during the Eucharist. In his reply, Cardinal Roche claims with canon law that the homily is an integral part of the liturgy [only since Pius X] and is reserved to a priest or deacon. He stresses that the reservation of the homily to clergy is not merely a disciplinary norm and does not depend on theological competence or communication skills.
